I am enrolling in a new Medicare Part D plan for next year. I have enough of my prescription left to last until February. Can I make my Part D plan start on February 1 to save the cost of the January Part D premium?

No.  You are not able to choose your effective date when enrolling in a Medicare Part D plan during the annual Open Enrollment Period (AEP) - unlike your Initial Enrollment Period.

When using the AEP, the effective or starting date of your new (or renewed) Medicare Part D prescription drug plan should always be January 1st of the next year.
